I actually had a conversation last week with one of the tag wrangling chairs about Chinese-language tags, fandoms, and wrangling (I had been trying to get a fandom canonized that had been only used in a Chinese-language work, and she pinged me to explain why I needed to be more patient) and the upshot is that the AO3 is simultaneously being flooded with a huge number of Chinese users and tags, and also the political issues of censorship and cutting off internet access, and though they have been repeatedly attempting to recruit Chinese speakers for translation of tags (and trouble tickets etc) the number of people dealing with things is tiny compared to the number of things they're having to deal with. So things are getting done very slowly, which is rather frustrating when things seem obvious and clear, but that's the process.
