Better in execution and plotting than either of the preceding seasons! The villains had a coherent motive that was less nonsense than the S2 one (and less likely to have the viewer sympathize than the S1 one), and the changes made to the worldstate at the end of S2 persisted.
On the new characters: Kai was an asshole, and Jinora/Kai goes into the NOTP pile with Korra/Mako and Asami/Mako. Suyin is ... I share Lin's opinion on her, actually, she seems rather slippery and like all of her reactions are just acting rather than genuine. More ~proper society lady~ than ebul villain, but still, meh. (And consequently, I felt like she overparticipated in things I wanted to be Lin's crowning moments of awesome.)
I very much enjoyed the comparative lack of shipping, as well as all the Korra-and-Asami scenes – especially the ones where Asami got to save the day with her welding skillz and/or chi-blocking lightning glove. The amount of Korra-Asami bonding scenes given was excellent, and I lapped it up with a spoon.
The whole "rebuild the air nation" thing was not my favorite set of plots, but eh. I liked Zuko turning up with his dragon! I also looked up how all the characters' names were spelled, and ... Kya? P'Li? Really? (Especially when they're pronounced "Kaya" and "Pu Li", respectively.)

What I hope to get from S4: More Korra being muscular and showing strain, more Lin Beifong being an amazingly competent metalbender, tying up some loose ends from the Red Lotus, a new arc hopefully bringing us to the Fire Nation, bringing peace to the Earth Kingdom.
