The BAYBEEEZ thing is ... idk, it didn't feel connected to anything. No strands in this book did, though. It's a book I finished only because of the whole Vorkosigan thing – I didn't even care about the POV characters after 300+ pages of dullness – and because a number of minor characters were interesting.
You're not really missing much – there are some funny lines, some new characters who would've been well-suited for being the protagonist of a book of their own (Freddie Haines, Kaya Vorinnis), and, of course, Cetagandans. I remain embarrassingly fannish about the Cetagandans. I object to the continued Ceta Title Retcon of "Mikos ghem Soren" as opposed to "ghem-lord Mikos Soren". We already have the Vor with the appellation as a prefix to the surname, let the ghem and haut just be ghem-lords and haut-ladies etc. With bonus "if you don't remember every ghem-clan ever, you're an idiot".
