Are the characters and relationship tags used at all? Or are they just for an indication of who you're interested in and what you ship?

They're the optional details, in essence – and while they're not a guaranteed match, I think it's possible to use them to nudge AO3's matching algorithm towards a given match by offering all the characters and relationships they're requesting.
